What is the SWSD Board and why does it exist?
The Shannon Water and Sanitation District (SWSD) is a Special District pursuant to the Special District Act, Title 32, Article 1, of the Colorado Revised Statutes. The Board of Directors (the Board) is the governing body for SWSD, as defined in these statutes.
The Board oversees business, system operations, employees, fees and finances, and all other affairs of SWSD. It is made up of 5 members, each with one vote on matters pertaining to the District:
- President
- Vice President
- Secretary
- Treasurer
- Member-at-large

How are Board Members determined?
Members of the Board are property owners of the District, elected by property owners of the District. A call for nominations is published in early February and nominations are due by the date specified in that public notice.
A person can self-nominate to be placed on the ballot for election by submitting a self-nomination letter to the SWSD (Self-Nomination & Acceptance SD-7 998).
Elections are held in May, however if there are not more people nominated than there are vacancies, the election will be cancelled.
Vacancies between elections can be filled by a majority vote of the Board and the person appointed by the Board will fill that position until the next regular election.
